Key Job Responsibilities (Detailed on Page 7–8)

The General Manager – EP will report directly to the Managing Director of UPMSCL. Responsibilities include:

✔ 1. Procurement Planning & Bid Management

  • Preparing annual procurement plan for medical equipment
  • Forecasting budgetary requirements
  • Ensuring compliance with procurement guidelines

✔ 2. Vendor & Equipment Management

  • Conducting equipment gap analysis across health facilities
  • Coordinating with vendors and assessing technical specifications
  • Shortlisting suitable suppliers based on capability & performance

✔ 3. Bid Evaluation & Financial Opening

  • Preparing draft tender documents & evaluating bids
  • Coordinating with Evaluation Committees
  • Ensuring cost-effective procurement decisions

✔ 4. Contract Management

  • Issuing Notification of Award (NOA)
  • Monitoring contractual compliance
  • Ensuring timely delivery and quality assurance

✔ 5. Performance Monitoring & Documentation

  • Evaluating supplier performance
  • Maintaining equipment databases for all health facilities
  • Resolving procurement-related complaints and grievances

✔ 6. Stakeholder Coordination

  • Working with the Department of Medical Health and Family Welfare
  • Collaborating with district warehouses and technical inspectors

This role requires strong decision-making capability, analytical mindset, and an understanding of public procurement frameworks, particularly for medical equipment.

Contract Type & Probation (Page 8)
